Biography:

Jason Cosenza has been the Ulster Town Clerk since 1998 and an active member of our community for many years.

 

In 1992 Jason was awarded Eagle Scout, Boy Scout's highest achievement.  After earning his Associates degree in Criminal Justice from Ulster County Community College in May of 1994, Jason went on to the State University of New York at New Paltz to earn a Bachelors degree in Political Science with a minor in Business Administration by the end of 1996.  While working on his degree, Jason served as a Legislative Aide in Albany to former New York State Senator Norman J. Levy, 8th Senatorial District.

 

Jason has continued his education in public service throughout his tenure as Town Clerk.  He earned the Registered Municipal Clerk Certification (RMC) on April 28, 2003 which is sponsored by both the New York State Association of City and Village Clerks and the New York State Town Clerks Association.  He has been an active member of the Ulster County Town Clerks/Tax Collectors Association, serving as Vice President from January 1, 2002 to December 31, 2004 and President from January 1, 2005 to December 31, 2006.  He has been a Notary Public for many years to better serve the public.

 

When not at work as the Ulster Town Clerk, Jason is involved with the Town of Ulster Kiwanis Club, the Woodstock II Investment Club and the Town of Ulster Republican Club.  Jason lives in Lake Katrine with his wife, Heather, and two children.

Responsibilities:
The Office of the Town Clerk is historically steeped in tradition, serving as a direct-link between the public and its governments since Biblical times. While most people credit the profession with issuing licenses, that is only a small part of the job. The Office is the pivotal point for all town business. The Town Clerk is the Recording Secretary of the Town Board’s minutes, the custodian of the town records and the FOIL Officer. All information requests go through this office. The Clerk serves as the Filing Officer in charge of oaths of offices, local laws, proof of publications, annual budgets, fiscal reports, bonds, and subpoenas/court actions. He maintains the public signboards, advertises and receives bids for purchases of Town materials, and files burial permits from the cemeteries within the Township. He is in charge of the local licensing/permit sales and the collection of fees for other town departments. He is the Town’s election coordinator serving as the liaison for the County Board of Elections, overseeing the Primary and General Elections. He also supervises any special elections, permissive or mandatory referendums. He is the appointed Registrar of Vital Statistics, the keeper of all the birth, marriage and death records within the community. The Clerk is in charge of the town’s abstract process. This is a summary of all the town’s monthly bills that are listed according to account funds. The abstract is presented to the Town Board who then vote on it to pay their bills. The office, though not required, also has Notaries Public available during regular business hours. It also schedules the appointments for the use of the Town’s meeting rooms and Town Park’s pavilions. It is a member of the New York State Town Clerks Association, a group dedicated to professional public service.
