INVITATION FOR BIDS

 

Sealed bids for Contract No. TU-112, Construction of a Potable Water Storage Tank and Related Improvements, for the Glenerie Water District, Town of Ulster,  Ulster County, New York, are sought and requested as set forth in drawings and specifications prepared by Brinnier and Larios, P.C., 67 Maiden Lane, Kingston, New York  12401.

 

The contract will have one (1) Proposal: General Construction.  Bidders must bid on all items of work in the proposal.

 

The project consists of the installation of a 127,000 gallon potable water storage tank, including, but not limited to excavation, rock removal, cast-in-place concrete, telemetry system, electrically operated butterfly valves and other related work.

 

The Owner will furnish, install and perform the following work: Maintenance and protection of traffic, site preparation, trenching, 8" diameter DIP water main, valves, hydrant assemblies, site clearing, excavation, rock removal, backfill, cast-in-place concrete, precast concrete, fencing and gates, project sign, site restoration and other related work.

 

Separate sealed proposals completed on forms provided with the Contract documents shall be received by the Town of Ulster, Ulster County, New York at the Town Hall until   10:00 AM  on    Friday   ,  April 27  , 2012 at which time they will be publicly opened and read aloud.

 

Bids received after the designated date and time will be considered unresponsive and returned to the bidder unopened.

 

All of the contract documents, including Instructions to Bidders, Proposal Forms, General Conditions governing the contract, drawings and detailed specifications, may be examined at the office of Brinnier and Larios, P.C., 67 Maiden Lane, Kingston, New York or at the office of the Town Clerk, Town of Ulster, 1 Town Hall Drive, Lake Katrine, New York 12449. Copies of these documents may be obtained upon payment of $75.00 per set.  All payments shall be made payable to Brinnier and Larios, P.C.  Payment for documents represents reproduction costs and therefore is non-refundable.  Contract documents will be sent via first class mail upon receipt of a request with a $15.00 payment which includes postage and handling.

 

Each bidder must deposit with his bid, security in the amount of not less than five percentum (5%) of the bid in the form of a certified check or bid bond subject to the conditions of this contract.

 

The successful bidder shall furnish a Performance Bond and a Labor and Material Payment Bond in the amount of 100% of the accepted bid as set forth in the Bid Form.  These Bonds shall be in compliance with the Specifications.

 

ANY CONTRACT OR SUBCONTRACT RESULTING FROM THIS BID INVITATION WILL BE REQUIRED TO COMPLY WITH THE PRESIDENT'S EXECUTIVE ORDERS NO. 11246 AND 11375.  THE REQUIREMENTS FOR BIDDERS AND CONTRACTORS UNDER THESE ORDERS WHICH CONCERN NONDISCRIMINATION IN EMPLOYMENT ARE EXPLAINED IN STANDARD GENERAL CONDITIONS

 

The Town of Ulster hereby notifies all Bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.  The Town of Ulster strongly encourages minority Business Enterprises, Women Business Enterprises, and Section 3 Business Concerns to submit bids on this project.

 

The Town of Ulster has received funding commitments from the NYS Office of Community Renewal (OCR) and this Project is being partially funded by this Agency.

 

Attention is also directed to the fact that the Contractor will be governed by New York State and Federal Labor Standards Provisions, which are made part of this specifications and contract.

 

The bidder, by signing his proposal, certifies that he is fully aware of the State Laws regarding the non-collusion bidding certification.  No separate forms will be required, but the actual signing of the proposal includes such a statement and is included in the proposal.

 

The Town Board expressly reserves the right to waive any informalities in or to accept and any bid, or to reject any and all bids, or to award on any or all items, as the interest of the Town of Ulster may appear to require.

 

The Town of Ulster is an exempt organization under the Tax Laws and is exempt from payment of Sales and Compensating Use Taxes of the State of New York and Cities and Counties of the State of all materials which are to be incorporated into the project, pursuant to the provisions of the Contract.  These taxes are not to be included in the Bid.

 

No bidder may withdraw his bid within 60 (sixty) days after the actual date of the opening thereof.

 

It is intended that the work of the General Contractor will commence in the Spring of 2012.
