The Town of Ulster has declared a State of Emergency effective through Monday, February 23, 2015.  This State of Emergency has been declared due to a current significant water leak in the City of Kingston's water transmission line between their Zena treatment plant and the Binnewater Reservoir in the Town of Ulster.

This situation threatens the Public Safety.  Consumers of water in the following Water Districts are strongly urged to conserve water:


Bright Acres

Cherry Hill

East Kingston


Spring Lake



This State of Emergency will remain in effect through Monday, February 23, 2015


As the Town Supervisor of the Town of Ulster, I, James E. Quigley 3rd, exercise the authority given me under 24 of the New York State Executive Law and 20-2 of the Ulster Town Code, to preserve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of this Town.


I hereby direct all departments and agencies of the Town of Ulster to take whatever steps necessary to preserve life and property, public infrastructure, and provide such emergency assistance deemed necessary.
