On May 1, 2009 former Town Councilwoman Barbara Wise died of acute leukemia at Benedictine Hospital. Barbara served as a Town of Ulster Councilwoman from 1998 - 2005, and also served on the Town Library Board, the Town Republican Club and the YMCA of Kingston.

TechCity Presents Plans for the Future

TechCity officials presented plans to create a multi-use complex at the Town of Ulster site during the February 5th Town Board Meeting. The Town Board has agreed to Lead Agency Status for a Generic Environmental Impact Statement of the TechCity site to be funded by Alan Ginsberg. Federal Stimulus funds are being sought for the project. See "Documents" for additional information presented at the meeting.

Town Board Goes Forward With Frank Sottile Blvd Improvement Plans

The Town of Ulster Town Board passed a resolution at the January 15th Town Board Meeting that directs the Town Engineer to prepare definite plans and specifications as well as an updated estimate of expenses for the construction of the extension of Frank Sottile Blvd. Also, with the assistance of the Town Attorney a proposed contract for the work will be prepared. The attached Public Interest Order has a description of the Town of Ulster Development Facilitation Improvement District No. 2 that will be assessed the costs of the Frank Sottile Blvd. improvements.

Water Department will Flush Fire Hydrants

Fire Hydrants in the Ulster, Spring Lake and Sawkill/Cherry Hill Water Districts are scheduled to be flushed on Wednesday, October 1st, starting at 11:00 PM. The Water Department anticipates having this process completed by 6:00 A.M. the following morning. During this time, Water District Residents may experience some discoloration of their water for a short time.

Vehicles and accessories are available for viewing at the Town of Ulster Highway Garage on East Chester Street from 9:00am to 3:00pm. A 10% check or money order deposit is required on all vehicles.

Town of Ulster Gets New " Rain Garden"
June 09, 2008
A New "Rain Garden" is being built at the Town of Ulster Town Hall for all to enjoy. A rain garden uses gardening techniques to reduce and recycle storm water runoff. The Cornell Cooperative Extension received money to establish rain gardens at three locations to demonstrate these techniques to the public, the Town of Ulster was one of the locations selected. The garden uses native plants and will be maintained by master gardeners.

The Town of Ulster will hold informational Public Hearings at 6:30 PM on March 6th and again on March 20th to obtain the input of citizens, particularly low and moderate income persons, with regard to the Small Cities Community Development Block Grant Program. The Town proposes to submit a 2008 single purpose project application in an amount not to exceed $400,000 to provide grants and loans to assist low and moderate income homeowners rehabilitate their homes in the East Kingston neighborhood. Comments may also be submitted in writing to Supervisor Woerner.

NYC DEP Releases Water from the Ashoken's West Basin to Reduce the Chance of Flooding Downstream
March 17, 2008
New York City's Department of Environmental Protection has notified the Town of Ulster that starting today, March 13th, water will be released from the Ashoken's West Basin until Saturday, March 22nd. This controlled release of 250,000,000 gallons a day now should help reduce the chance of flooding downstream from melting snow and spring rain. Residents along the Esopus Creek should expect to see elevated water levels in the Creek during the coming days as a result of this release of water.

The Town of Ulster Assessor's Office would like to remind Town Residents that typically, all new property tax exemption applications and renewal applications must be filed in the Assessor's by March 1st each year. Since March 1st is on a Saturday this year, New York State has extended that deadline to Monday, March 3rd. The Assessor's Office is open Monday to Friday, 9:00-5:00 to accept applications and answer any questions you might have. FOR YOUR CONVENIENCE, the Office will also be open:

The Town will be auctioning off surplus equipment. Office equipment is available for viewing at the Ulster Town Clerk's office during regular business hours, 9:00am - 5:00pm. Minimum bid is $1.00. Two former Police Cars are also available and may be viewed at the Town Hall, 9:00 - 3:00pm. A 10% check or money order deposit is required on all vehicles.
Property is all sold AS IS and the Town reserves the right to reject any and all bids. Sealed bids will be accepted at the Town Clerk's office in the Town Hall in Lake Katrine. A surplus equipment bid sheet is available which lists all items availble for bidding.

Ulster Town Board Approves New Fee Schedule for 2007

A new fee schedule has been adapted by the Town Board to start January 1, 2007. The new Town Transfer Station fee for residents will be $30.00. The senior rate, for those 62 years of age and older, will be $20.00. Transfer Station coupons will be $3.00. Please note, previous year coupons will not be accepted after January 1, 2007, but can be exchanged at the Town Clerk's office. * * *

Franklin was the architect of the Revolutionary era
and beyond and many would argue was the most visionary

Battlefield Detectives: The Mexican-American War, Palo

On May 8th 1846, the armies of Mexico and the United
States met in battle at a place called Palo Alto, near
Brownsville, deep in Southern Texas. The two countries
had been anticipating war since the annexation of
Texas in 1845 as they struggled for control over this
expansive territory. The rough outline of this event
is one historians have recorded, yet the details of
what transpired at Palo Alto has remained mysterious.
Previously, some sources indicate that the battle
ended in a draw while others suggest a full retreat by
the Mexican army. This fascinating episode in the
Battlefield Detectives series shows how battlefield
archeology and cutting edge research techniques have
helped historians discover new details about what
actually occurred in Palo Alto. Students will be
intrigued by the dynamic methods historians and
forensic scientists use in order to reassess these
events of over 150 years ago. This program offers a
compelling view of how history and science merge—and
how their partnership has told us more about the past
than we ever expected to know.

Watershed Alliance,
on Sunday November 7 from 4:00 - 6:00 p.m.
at Mohonk Mountain
House in New Paltz, NY.
Attached please find an agenda and draft Strategic Plan.
Please review the draft Strategic Plan prior to the meeting, and be prepared to discuss
the document.
We have created a second survey to facilitate discussion at the meeting, so please
complete it by Thursday November 4. The survey is available online at

already, please also take the time to complete the first Alliance survey, which is
available at: www.surveymonkey.com/s.asp?A=20661447E7003
You can still complete these surveys after November 4, however, the results will not be
used at the November 7 meeting. You can also complete the survey even if you can't
make the meeting.
If you plan to attend the semi-annual gathering, pre-registration is required by
November 4, so that your name can be listed at the Mohonk Gate. You can register by

There is no charge for the meeting, however donations will be requested at the door to
cover Alliance meeting expenses. There will be a few tables set-up for attendees with

10:32 NYS Bridge Authority is expected to dedicate the Kiosks depicting the history of the brickyards which were located on that site.

Isabella Marie Keesler, granddaughter of Barbara Wise ws born on August 28, 2004 at 1:00 PM. She weighed in at 8lbs. 9 0z. and 20 inches in length- Congratulations to parents Sherri Wise-Keesler and Warner Keesler. Mother and daughter are doing well and Grandma is tired.

Library Vote Today

Town of Ulster Library Elections will be from 2 PM to 8PM at the Library on Ulster Ave. No budget is on the ballot as spending for 2005 will remain the same as it is currently. Library Board President James Simmons is running unopposed for re-election.

The Ulster County Board of Elections would like to remind all registered voters that Election Day in November 2nd.
The following offices will be voted on: President/Vice President, U.S. Senator, Supreme Court Justice (two spots), U.S. Congress - 22nd District, N.Y.S. Senator - 39th and 42nd District, N.Y.S. Assembly - 100th, 101st, 107th and 127th District, & U.C. Surrogate Court Judge. Most local terms expire next year.
General Election polling hours are 6:00 AM to 9:00 PM.
The last day to register to vote in person or postmark a registration is Friday, October 8th.
Absentee voting is available. The last day to postmark an application is Oct. 26th or apply in person is Nov. 1st.
The last day to postmark an absentee ballot is Nov. 1st or deliver to Board of Elections on Nov. 2nd.

Third Annual Flag Day Parade & Run June 13th
May 13, 2004
The Town of Ulster 3rd Annual Flag Day Parade will take place on Sunday June 13th. Kick-off wil be at 3:00 PM from Chambers School. The route will continue down Van Keuran Highway, Boices' Lane, to Town Hall Drive. At the Town Hall Parking Lot there will be hot dogs and beverages for all participants. We will give flags to all participants. There will be numerous bands, floats, marchers, and military presence. Come out to honor our flag and our nation.

They are a group of about 250 members from throughout New York State with an interest in the Post Offices and Postal History of the State.

This month,we are especially excited to highlight what are probably the 4 earliest covers from New York State west of the Hudson Valley Communities including what is probably the first New York State DPO under the Federal Post Office administration: Steuben, Sept. 1795-April 1796.

125th Anniversary of the Town of Ulster

The Town of Ulster Historian Committee is planning several events to celebrate the 125th anniversary of the Town of Ulster in 2004.
We are preparing packets of historical postcards. If you have any historical pictures that we could copy
we would like to include them in our plans.
We are also preparing a Town cookbook of old-time family recipes. Please submit your recipes with a description of the person/family and if available, a picture to Dorothy at the Supervisor's office for inclusion in the book.
We are preparing a calendar and will welcome pictures and notices of special historical events.
A time capsule is planned. Please suggest items to be included.
We welcome other suggestion of ways to celebrate the 125th Anniversary of the Town of Ulster.

Chambers School honors Bruce Burgher
November 26, 2003
A memorial bench has been placed on the West side of the school where Bruce Burgher taught sixth-graders for 29 years at Chambers Elementary School. He also was Townof Ulster Historian for 42 years;Ulster County Historian for Five years; a member of the Kingston School Board and a founding trustee of the town of Ulster Library. He died in September 2002 at the age of 73.

The Town of Ulster Kiwanis will host the 3rd Annual Holiday Tree Lighting on Sunday November 30, 2003 at the Town of Ulster Town Hall #1 Town Hall Drive Lake Katrine, NY 12449 at 4:30-6:00 PM
The event will include a presentation from te Kingston High School Music department Chorus and Brass Ensemble and a visit from Santa Claus
It will also include a food collection for the needy. Attendees are asked to bring a non-perishable food item for the Kiwanis Builders Club to distribute to people less fortunate.
This Kiwanis/Town event brings together neighbors, families and friends-Join us for a festive introduction to the Holiday Season

2003 Flu Clinic Schedule

The Ulster County Health Department will hold its annual influenza and pneumonia vaccination clinics at several locations throughout the county, beginning on October 29th, 2003. No appointments are necessary, and county residents may attend any site which is convenient. Senior citizens who have Medicare Part B benefits will be able to obtain their vaccinations throgh Medicare. The recipient must be entitled to Part B coverage on the date of service. Medicare Part B must be the primary insurance coverage and the Medicare Card must be presented on the date of service. For those not eligible for Medicare Part B coverage there will be a $15.00 charge for influenza vaccination and a $20.00 charge for pneumococcal vaccination, payable at the clinic. County residents enrolled in Medicare Managed Care programs should consult with their primary care physician prior to presenting at one of the Health Department's Sites.
Influenza, commonly known as the "flu" is a highly contagious disease. Its symptoms include fever, chills, headache, sore throat, runny nose and body aches. While most people fully recover from the flu in two to seven days, older adults are particularly vulnerable to dangerous complications, such as pneumonia, that may develop after infection with the flu.
Influenza vaccine is composed of killed influenza virus, so those who receive the immunization cannot get influenza from the vaccine. The 2003-2004 vaccine which will be administered contains A/New Caledonia, A/Panama, B/Hong Kong like antigens. As recommended by the Public Health Service. Persons who were immunized last year are NOT protected against this year's type.

Correction Officers seek coats for needy

The Ulster County Corrections Officers Benevolent Association (COBA) is having its annual coat drive through November 22.
Each year coats are collected, cleaned at no charge and distributed throughout Ulster County to people in need of warm coats for the winter.
Those wishing to help can drop off a used coat in good condition at Flanagan's Cleaners, 211 Main Street, Saugerties or American Cleaners, 734 Ulster Avenue, Town of Ulster. When dropping off a coat, tell the cleaners it is for the coat drive. The cleaners are donating their services free of charge.

"50 Flags to Kity Hawk", a national celebration was created by the Experimental Aircraft Associaton and the National Park Service to help commemorate the 100th anniversary of powered flight.
John R. Morrow, Town of Ulster resident is one of 50 EAA members chosen to participate in the "50 Flags to Kitty Hawk" program. Member pilots will take part in official flag presentation ceremonies and their State Flag will be raised and flown at the Wright Brothers National Memorial site on that day. John will make his flight in his 1946 Aeronca Champ single engine 2 seat tail wheel aircraft. He is honored to represent NYS. John is president of Safeco Alarm Systems, Inc. . He has been an EAA member since 1991.He is a Master Flight Instructor and member of the National Association of Flight Instructors.
In addition to John a number of other Kingston Pilots will be accompanying him. Supervisor Wadnola attends Grove St. Academy Peace Program

J. Christoph Arnold - of the Bruderhop hosted a "Non-Violent Conflict Resolution/Forgiveness" Asembly at the Grove Street Academy on July 30 at 1:00 P.M.- Detective Steven McDonald - NYPD who had been shot in the course of duty in a theft arrest, and has since been paralyzed below the neck was the guest speaker. The message of forgiveness noteceably affected some of the young people in the audience.

Anyone still having Liberty Plates on their vehicle is subject to heavy fines; whether the registration is due or not. The deadline for submitting Liberty plates was April 1 2003. The plates must be physically brought to the DMV office and exchanged for new plates. State Troopers are especially seeking violators.

It will feature much information about Town issues and happenings in conversation and demonstration with Supervisor Wadnola and Deputy Supervisor Brink. Among the Graphics is a Layout of the Chambers Senior Housing apartments.

New Town Justice

Town Justice Paula Leonard swears in Marsha Solomon Weiss as Town Justice of the Town of Ulster effective March 1, 2003. Justice Weiss was appointed by the Town Board to fill the vacancy left by the resignation of Justice O'Sullivan until the November elections, when she is elegible to run for the office. This vacancy had been temporarily filled by Justice Alberstadt of the Town of Kingston pending the search for a permanent Town Justice.

Town of Ulster Supervisor Fred Wadnola welcomes newly appointed Town Justice Marsha Weiss As of March 1, 2003 she will fill the post left vacant by the resigantion of Judge O'Sullivan, which had been temporarily filled by Judge Alberstadt. Judge Weiss will run for election to the position in November 2003.

February 28th was the last day of service to the Town of Ulster for Judge Richard Alberstadt of the Town of Kingston. Judge Alberstadt had filled the Justice Position left vacant by the resignation of Judge O'Sullivan from 11/18/02. Fred Wadnola, Town Supervisor expresses the thanks of the Town for his service.
As of March 1,2003 newly appointed Justice Marsha Weiss will fill the position of Town Justice along with current Justice Paula Leonard.

An Awards luncheon will be held on June 11th.
Seniors over 60 who are residents of the County of Ulster can participate in Billiards, Bingo, Bocci, Bowling, Bridge, Canasta, Golf, Horseshoes, Miniature Golf, Pinochle, Shuffleboard & Trivia.
The Bocce competition will take place at Robert E. Post Park in the Town of Ulster On May 27th with a rain date of May 28th

The Town of Ulster Assessor's Office would like to remind our homeowners who receive the "Enhanced" Star exemption that they must re-new for the 2003-2004 school tax year.
Renewal applications must be in the Assessor's Office by Monday March 3, 2003.
Town of Ulster homeowners and manufactured home owners who have never applied for STAR may still do so. You have until Monday March 3, 2003 to file your application.
The Town of Ulster Assessor's Office is open 9AM-5PM, Monday -Friday. In addition, for the convenience of our residents, the office will also be open Saturday, February 22 9AM-1PM
